POSITION SUMMARY:
In coordination with the Executive Director, the Director of Programs and Services is responsible for the daily operations of the chapter’s Emergency Services (Disaster & Armed Forces Emergency Services) and Health and Safety services.
MAJOR RESPONSIBILITIES:
Coordinate daily activities of the local disaster prevention, preparedness, and response programs.
Directs the chapter’s disaster response efforts, including all aspects of infrastructure development, support of volunteers, written disaster response plans, drills and trainings, and coordination with city, county, and other Red Cross offices and external partners.
Recruit, train, and schedule individuals to respond to local, Level 1 disaster via volunteer Disaster Action Team (DAT).
Supervise DAT casework and provide follow up casework and support.
In partnership with leadership volunteers, develops and executes goals, objectives, marketing plans, and measurements.
Evaluates existing preparedness programs, services and products and develops / integrates new programs based on changing community demographics and needs.
Ensures delivery of Services to Armed Forces programs and International Services activities.
Develops and manages budgets to ensure that expenses are contained within parameters of the annual budget.
Maintains databases and spreadsheets in order to report accurate service records, for internal and external accounting.
Maintains good working relationships with appropriate governmental, non-profit, and corporate entities for emergency services planning and program support.
Serves as a member of the Leadership Team, and participates in regional, cluster, community groups and local governmental agencies to advance the activities of the chapter.
Community Disaster Education
Conduct Community Disaster Education classes as needed.
Maintains inventory of training materials, brochures, and response supplies.
Coordinate and promote special disaster events as necessary i.e. Smoke detector program).
Promote and maintain the Disaster Service Human Resource (DSHR) system for the Chapter.
Recruit, train, and promote individuals in the DSHR system.
Recruit DSHR members for DR assignments as directed by National American Red Cross.
Schedule individuals to respond to local, Level 1 disaster via Disaster Action Team (DAT).
Responsibilities for Health & Safety Administration.
Ensure the Chapter provides a high level of customer service.
In collaboration with the chapter executive, develop and carry out a compressive strategic business and marketing plan.
Collaborate with businesses, other agencies and authorized providers to market and expand the reach of programs in the community.
Develop and implement a plan to evaluate all training, programs, activities and staff (employees and volunteers)
Ensure compliance in the chapter with national Health and Safety Services policies and procedures.
Provide Program guidance, consultation, and direction in adherence with nationally established policies and procedures and local policies.
Maintain accurate records and submit reports as required.
Experience
Experience in recruiting and maintaining positive volunteer relationships, including working in collaborative partnerships and supporting their personal volunteer careers goals.
Ability to work under pressure in response to local, regional or national disaster response.
Ability to present self and American Red Cross in a positive, professional manner within the Chapter and beyond.
Must be a self-starter and goal oriented.
Must be able to motivate and mentor staff and volunteers to make appropriate decisions and act in a proactive manner to achieve personal, preparedness and organizational goals.
Must be able to network and collaborate with partners and potential partners within the service community to enhance service delivery.
Must be willing to work with the Development Department to spearhead fundraising and grant writing campaigns, plus other revenue generating initiatives for emergency services programs.
Hold valid South Dakota drivers license.
Must be able to lift 25 pounds.
Must pass a background check.

Volunteers
Education and Work Requirements:
B.A. / B.S. or equivalent experience in appropriate field. Excellent speaking, listening and written communication skills is required. A minimum of two years of program management, including supervision of staff and / or volunteers is desirable. Strong computer skills desirable and a working knowledge / experience within the American Red Cross desirable. • Hold current First Aid/CPR certification (may be obtained at time of hire)
